I would hit willard. I checked out the bear river saturday night, it was pretty high and it is usually harder to fish when it is high, (in my experience at least) Went to Willard friday night for a couple hours. Saw a lot of people taking home wipers. I think you would have a better chance for wipers and cats at willard. Gotta wait a couple weeks for the bear to lower down a bit.
