I live on the lower Pax in southern MD. So I can fish off the dock whenever. Anyone have any good advice for a newbie to catch some fish outta the pax that isn’t just cat?

Not familiar with the Pax but in most bodies of water, if you want to catch fish other than cats, you could try fishing a smaller bait or plastic under a bobber. here is a link to another thread where a member does just that with great success for crappie, bream, bluegill, perch, even bass:
