Minersville usually does not fill unless the Beaver River drainage is above 100% for snow pack. It also is best (for the reservoir) if we have a cold spring, and a very quick "warm up" so that the majority of the snow melt comes all at once. This would make it difficult for the water (ab)users above the reservoir to divert all of it. When we have gradual warm ups the majority of the water coming down the Beaver never reaches the reservoir.
We still have a chance to fill it, but my bet says it stays below full capacity this year. We're sitting at 91% total precipitation and 99% snow water equivalent.
