I am by no means an expert when it comes to striper but I believe that once your bait becomes mushy it's time to put a new piece on. I don't think the mushiness is the determining factor... freshness is. After 20 mins with no bites, I chum the old piece and put on a new. This has seemed to up my catch rate, but I have not been at it long enough to speak with authority.
I'm sure some of the other guys can give you better info.
