Well I have never been check, nor have I have'nt seen anyone check. I even use the same self-check form over and over and keep scribbling over the date. Utah doesn't even want to have enough personnel to check limits.
They are in it for the bucks and thats it. Just look at how our deer herds have gone down to nothing with all the doe pemits being issued.
