I believe the rules change was to allow only single barbless hooks with only one point (no treble hooks) and to require the use of a break-away sinker system (i.e. a slider with light line for the dropper). This would enable any fish that bites on a baited hook that was snagged on the bottom to escape. Yes it has been a probelm. F&G or Idaho Power divers found 3 dead sturgeon pinned to the riverbottom just below Strike Dam in one dive a few years ago. (Idaho Power guys also dragged up a wad of braid that was enormous, using grappleing hooks and a cat.)
