Sorry, I must not have been clear.  The engineer DID say they would breach the dike - dig a trench across it.  The coffer damn they will construct should prevent any water from gaining access to the trench and cause a dike failure.

The way you just described it is definitely the cheapest way to accomplish that task.

And, the remains of the coffer dam that never truly get removed will create a little more habitat!!
