Seriously though, if ‘they’ don’t breach existing dike to lay pipe through, did the engineer say they are boring it through?

They will trench (breach) the dike to lay in the new pipe.

I assumed they would breach dike to lay pipe through, I wonder why Weber Engineer said they would not do it that way?

Sorry, I must not have been clear.  The engineer DID say they would breach the dike - dig a trench across it.  The coffer damn they will construct should prevent any water from gaining access to the trench and cause a dike failure.
