Yes, the glas skipper has rudders, but none of the inflatables do. The glas skipper should hold up well in rough wind and seas as the “Hobie cat” type design has been tested for best efficiency and stability. One glass skipper has been pedalled from NY to Panama-see Jose’s adventure.
That picture you posted does look like the pedal distance is not adjusted correctly.
