I will have to take your word for that in California. I was born and raised there 1955 to 1973. Not fished there since I went in the Air Force in 1973. But if it has always been illegal there, I never knew it. My dad gave fish to folks all the time. Not family members, but strangers. Of course now I would believe almost anything about that crazy state.
