Help me identify this outboard part?!?

You guys were right on. It turns out that this is an old AutoBlend unit for mixing the oil in my two stroke. Apparently these were notorious for failing and causing motors to seize. Everything I read online said to just throw it away and mix the oil myself directly in the gas tank. That is what I was doing anyway, before I found this unit tucked away in my grandpa's garage. If you guys think that is bad advice, or will cause other problems, please let me know.
