i felt bad because his boat was ok in every way he just didn't have the paper work , i get the yearly certification and some time i have forgotten to put it in the window , if i was in his shoes i would hope for a brake after all it was years ago he was warned . i don;t know him from adam but the state said the mussel program was an education program not a revenue program just my opinion . i guess i'm too forgiving [
