Skunked and defeated

I am having the worst freshwater experience EVER here in Tampa. I have been to several spots in the area and have not seen anyone catch a fish. I have tried different lures, plastics, live baits and techniques and never get bit. I don't have a boat or kayak so I bank fish and maybe that is the fault but i feel concerned when no one is catching fish. Any advice or options?
