Literally just got back from there, fishing Rainbow Bay from the shore. Nobody on the ice by the dam, which is probably wise....the ice was visibly splotchy. There's ice about 400 feet out into Wallsburg, but it's the same stuff, elsewhere is open water except a little at the north end. Caught one 17" rainbow on Powerbait, no other hits in about 3 hours of fishing. The fish I caught seemed to have inhaled the bait and then just sat there for 20 minutes, I wasn't sure I had a fish on but sure enough, when I reeled in to check the bait he was hanging on.
Also, when you're dumb enough to try fishing in single digits you should be prepared with some handwarmers or you'll have to sprint up and down the shore like me in four layers of clothing to keep your hands from freezing off.
