What's up with the Lake Lowell LM Bass?

It is most certainly a food problem. We helped the fish and game haul crappies from CJ a few years ago and they said then it was due for a couple years of skinny Lmb. It would help if they'd leave the water up in the winter, but the water is owned by the farmers. Last time there all I caught were fat Smallies.
