What's up with the Lake Lowell LM Bass?

I'm not saying it's not the chemicals.. But the smallmouths that I catch have been healthy and many of them spitting up minnows.. The bluegills are all very healthy.. Lake Lowell is fed directly from the Boise River... It is shallow Lake with heavy algae bloom. IMO there are more chemicals in the snake river because of farming runoff.. Could it be competition from other fish? By the way , I do see healthy largemouth all the time.. I think they are overpopulated. I am not certain on this..I release all my bass, but I think you can keep 2 sub 12" bass..during the current slot limit.. The only place in the region you can keep shorter than 12".. That's population control..
