Not sure what the recruitment is, but it is usually less than 1% that survive to adult hood. So you spawn, for the sake of argument, 250,000 fry, for each of 4 gravid females. That gives you 1,000,000 fry. Let's be generous and say 0.05% survive to adult hood, that gives you 5,000 adults. Now that seems like a huge number, but that is a drop in the bucket in terms of sustaining a viable population. ( My math seems off, so someone who is better than me needs to check this. Also, my biology is 40 yrs old, so again, someone needs to check me) . Something has happened to allow the numbers to show up the way they are.
Also, we are talking about moving these fish in a livewell or cooler. I have two of the biggest livewells in the industry. I doubt that I could move more that 15-20 12-18 inch pike from Yuba to Ut. Lake, even with running my recerc pumps at full bore, iceing the water to cool it, and putting livewell treatment in there. You are looking at a drive of at least 60-90 minutes to the closest ramp, Lincoln Beach. Not sure you can do it !! Some guys have oxygen injection systems that would help, but still. On the water, I have to use the recirc pumps and exchange water on a regular basis to keep fish alive over the course of a day. This would have had to have been a planned event, not a spur of the moment one to be successful. Also, the stress on a gravid female would be tremendous, she would most likely die or not spawn !!!
Fun to speculate on, but there are way to many variables to be successful !! Some thing else is going on !!!
