I wish that were true but it isn't, you can also get a ticket for going too slow. I was coming back in the afternoon from a morning hunting trip some years ago. I was on the mountain road(Hwy 89), speed limit was 55 mph, I was watching the road but not my speed and I got pulled over. I said I did not think I was speeding, he said he pulled me over for going too slow, I said, "What!!", he said I was going 45 mph, I ask, since when is it illegal to go under the speed limit by only 10 MPH, when there is no traffic? He said, when I say so, I knew I had better shut up then because this was one of those no win situations. I did not say another thing and he let me go with a warning.
