Well, at least with the LM bass record we know it's within the realm of possibility. Bass close to the record in size have been caught before, and a few years ago a guy in Japan caught one from Lake Biwa that was slightly heavier but not by enough to claim the new world record title. It's listed as a tie. That fish was covered in the media and has corroborating evidence.
With yellow perch, the largest state record is 3lbs, 12oz according to this chart:

The chart hasn't been updated since 2012 (it doesn't show the new Idaho record) but surely the numbers couldn't have changed that much. Even the 3lbs, 12oz record is highly suspect. It was supposedly 21" long with no photos and nothing to corroborate the record fish other than someone saying they measured it.

IMHO, the first really credible record is the 1982 NY state record from Lake Erie at 3lbs, 8oz.
