I think you must mean Franklin, ID...Just over the Utah border. I work in nearby Preston, ID (5 minutes past Franklin) and have not heard a thing. Being so far away from any main thoroughfare, I'd be surprised. IMO, the rumor about BPS in Brigham is much more believable. Easy access from I-15! I will at least hope!
