I guess it sounds like we are both in agreance that this rule could be harmfull to the charter fishing industry.
I certainly would not be interested in fishing under those conditions. and I would have to go throug aditional questioning to find out what the rules are for each party boat. (added labor that I would not want to go through)
on a privet charter boat, it would not be so bad because I would be going with people I know.
