I release 90% of my fish. I do that to allow them to grow larger and stronger and breed more bigger stronger fish. I have used scented baits in past and do not like them. Trial and Error.
Most of the time I use biodegradable bait such as other dead fish or squid. Or plastics. Your reply does not even compare with the above story.
If you think there is as many deer as fish you got issues. Even though humans have interfered there is still natural selection.
For animals to survive today we need to allow them to adapt. Plant stuff they eat ( I do not know what the eat ) in several different areas, possibly mimicing there previous migration patterns if at all possible.
I know if California alot of our mountain areas go on for miles and miles, not to mention Oregon and Washington. I cannot speak for other areas.
California deer do fine and many live at higher altitudes and have to deal with snow and other adverse conditions. Conservation is the key.
Track the deer, learn there habits and save as much of there habitat as possible. Several states dedicate areas as conservation areas or other areas for parks, etc.
