There are some areas that people rely on hunting for part of their normal diet. When people only hunt to kill for sport is when it is wrong. If you are planning to put food on the table, then the means by which you do it justify themself.
Why do fishermen use scents on stuff?? There is no fairplay in that. A worm of whatever type should have the scent that you need. Using other types of fish as bait should be all the need you have to get the fish that you need.
A couple little fish won't make many trips to your plate like a nice big game kill will. If you need to scent to hunt and the hunt is for food, then go for it.
If you are going to scent to catch fish only to release them then you are only messing up the ecology of the water and not utilizing the valuabe rescouce.
Feed the Deer, Starve the fish. At least the bears can eat the dead fish.
