Blackfoot Reservoir question?

Its brown and yucky still. They havn't been planting the numbers like in the past so the fishing has gone down hill. The past couple of years have been crappy. Plus when people post about catching fish that particular spot gets slammed and fished out.....

The same things are happening at some of the other bodies of water. low water, less planting.....
