Drain Plug Location

Hi all,

I have a new (to me) 1978 16 foot Hydo-Swift tri-hull.

I noticed that it's drain plug is located slightly ABOVE the level of the fiberglass floor.

My question is that shouldn't there be a drain plug BELOW the level of the floor? I would assume that there is framework and air space between the fiberglass floor and the bottom of the boat where water could get trapped and build up and become a problem.

I'm a little stumped about this. Is there normally a drain plug below floor level? Should I consider drilling a hole and installing one?

Any info would be appreciated.
