I understand what you're getting at but it is a dumb rule.

If someone lets their dog go on their boat, that isn't hurting the water... We always took our dog to remote places on the lake (not public beaches) and let her go up in the rocks and do her thing... pretty harmless.

The amount of human waste being put into that lake and human caused pollution (gasoline, etc) is far more of a concern to drinking water than dogs on boats.
