Hello, I ain't from new York but I see people quite often in your predicament.
I hate to sound like a rep but honestly strike king bitsy minnows work wonders. I stay with the chartreuse back or gizzard Shad because its a more subtle presentation without the bold black back like most the other bitsy minnow color choices.
Another good option is a Rebel super teeny wee R in Shad or bass, they can often be found in bonanza boxes at Walmart for $1.50, otherwise the bitsy minnow and the super teeny wee R are around $4 each. If you have a medium-heavy rod the lips can easily be busted from the lures so be easy if you try one of these small cranks.
I just let them sit and float until water calms unless something his it first of course and then twitch it around a bit before I vary my retrieves till I find what works.
If I was going to splurge any money in an area, it would be descent polarized glasses.
