Its not a simple fix BUT if we want more fish in ID then ID has to go to court. I also think its critical they get the ID tribes on board and be co-litigants.
I think they would have a strong case
They have the data showing how many fish make up the run,
They have the data to show how many are headed to ID
They have the data showing how many are being taken in the columbia.
They have the pitt tag at Bonn dam to back up the above data.
Most years Idaho makes up around 50% of the columbia upriver springer run (before the raping in the lower river). Heck on a lot of years, Rapid River alone makes up almost 65% of the harvest in the lower river.
IMO they need to go to court to:
1. Get an official seat on the council (not that any vote would ever be anything but a 2:1 vote
2. Get the buffer increased to 50%
