I've fished Hebgen a bit and agree with VNCowboy's recommendations. Wind blows hard there, but the narrows across from the Yellowstone CG is our go to place. Also the shallows to the east of the narrows is good. My assessment is that trout congregate there because nutrients are blown down to that end of the lake and are concentrated in that small area.
Try trolling trout fry imitations, small rapalas with pink stripped sides or spinners with pink highlights.
Watch the horizon for weather changes... it can get rough!
