It was pretty bad when I started going there in 2009. Like driving over a washboard.
I do wish they would pave the other section, since there are a few hills and turns where you can't see what's coming. I've had some near misses going over them where someone coming the opposite direction was driving in the middle of the road to avoid the ruts on either side. The first steep hill can surprise you in the dark if you're not familiar with the road, too.
As far as the bridge goes, the Air Force docks and north park are only accessible if you go down Strike Dam Road or River Road. To access the other areas, you have to use State Hwy 78, which means going through Mountain Home or following 67 all the way into Grand View where it intersects 78.
