Small Boat Advice

I previously had a 9.9 evinrude 2 cycle. It really bogged down when I had more than 2 people in it and I could barely do 15mph or so and I think you need atleast that much speed to get up on a plane. I don't know how much difference a new age prop or a hydrofoil unit would do but I have been thinking of trying a new prop for a little more top end speed on my 25 horse and I think the hydrofoils are supposed to help lift you up on a plane quicker. My boat has the overbuilt flat bottom so it may be a heavier boat than what you plan to use....
