Brownlee Reservoir ~ Sloughs or Tributaries

[:/] While browsing the forum I came across some information that wasn't very clear about Brownlee, and that I was unaware of, so I researched the Oregon regulations and came across the following rule: "However, when fishing tributaries, sloughs or from sloughs or from lands within either state, the angler must be licensed by the state where the waters (or land) are located.".
In reference to the Powder Arm where is the line drawn as to how far you can go in the arm and still be legal if you have an Idaho fishing license?
