Keeping them from burning just compounds the issue and makes it worse. Halting smaller burns allows the fuel load to stockpile to the point that when it does finally burn it burns so hot that it devastates the area and it takes longer to recover. Best thing for a forest's health is to let it do small periodic burns to keep the fuel load to a minimum.
It will recover just like every other watershed that has burn previously. Just may not occur as fast as some of us would like it to.
