Yes it is. I would like to see it have a separate tag/license from the general license. They say they are the same as a traditional angler but you don't see people going out and trying to hunt deer with a fishin pole.[/quote]
I feel spear fishing is hunting, just different prey. You can pick/target the fish you want. Granted, you can target a fish in clear Water with fishing gear but it ends up more an entice. It can still refuse. Spear fishing, only if you miss.
