First thing, put simply an elk, in the rut, is still edible. An egg spewing steelhead is not. If you want to go snag fish that fight like a wet sock, and whose meat is mush, go ahead.
Second, it is obvious that you have never chased elk during the rut. trying to get close enough to arrow a bull who is trying to protect his cows is beyond difficult, yarding spawners out of a hole where they were stocked a couple years before (yes I am talking hatchery fish here) when there are so many fish you can't help but present your bait to hundreds per day is not difficult. the hard part is keeping it ethical (if you can call it that), and from my 40 years of Idaho fishing experience many guys chose not to. If someone is such a low life that they actually target WILD fish, as I have seen up near Stanley, well there is a special place in Hades for them.
Third, the Fish and Game have rules in place to limit the use of rifles during the rut in most places. The areas they do not are areas that need herd reduction and can't get the numbers reduced with non-rut seasons, primitive weapons, and other methods. Fish and Game doesn't care about the fate of hatchery anadromous fish, and will not shorten their seasons due to fear that people would not buy permits. The mortality on wild fish during this time is also high.
