Because of the Supremacy Clause, Federal Law stands above state law. There are dozens and dozens of federal cases with the Supreme Court and Congress that support the public's right to use rivers. There's a book that explains this in detail, you can get it from the National Organization for Rivers non-profit website, nationalrivers.org. It will clear up the confusion! [cool]
