Just how good are we at managing water?

Just thought I'd respond to your comment about the canals being brim full. Most of the canals were laid out and built to carry water about as far as possible. That made it necessary to keep them nearly brim full to allow the water to reach those out on the ends. It's not so much how full the canals are as it is how fast they are flowing that really indicates how much water is being used.
