Back home, most ice tournaments make you bring your fish in to weigh alive. This involves keeping them in water in some kind of bucket. It's more difficult than a livewell obviously, but can be done. Starting out, the league would be self-policing. If there is any doubt at a weigh in, it would be up to the group as a whole to decide.
