Just how good are we at managing water?

Interesting. I'm surprised one of them said he's using half as much water as normal because I've seen canals by my house brim full. Maybe irrigation canals/etc have as much water as normal but they're pumping less of it out than usual. Part of the problem however is that they were using the normal amount in the in the 2 years leading up to this one. Also, we haven't heard of anything about conserving water where I'm at.
