Just how good are we at managing water?

Your solution of moving to water rich environments isn't simple either. All that's going to do is get that areas water depleted even faster because more people would be using it.. We've already actually overused water in other places to the point where they no longer exist...Plus then we'll be able find more room to build homes elsewhere since you're saying places like Utah are inhabitable? It'll be but kind of interesting to see what happens if we have a bad winter this year or in the future.
