With a flat rate per year regardless of how much you use, there is a very great incentive to use as much as you can or just don't care about how much you use a/o waste. So the conservative minded folks that do their part are paying a higher RATE for their secondary water than the folks that just let it run. If it's metered, at least folks will only pay for what they use and the wasters will get a rude awakening in the form of a very high bill. Bring it on. We need it now, not 5 or 10 years from now. And make it exponential so that the more you waste, the higher your rate and therefore bill.[
