Frustrated fishing. Need rod/reel help

I'm assuming you're shore fishing. There's an exercise my Granddad used to have me do when I was young. Regular spin reel and rod. Spool it with 4lb test. Get a halogen camping light or something of that nature (make sure it's legal in VA) and head out at dusk. Point it at the water near where you are going to be casting. I'm not clear on the science behind it, but baitfish and panfish are attracted to light. Rig up a slip bobber/water bobber, and drown some chunks of nightcrawler on a small bait hook.


The intent of all this is to get a good feel of what it's like to get light bites from panfish. Will also help you with your hookset and whatnot. After you get a good feel for light bites, it would be at this point I'd move to small lures.
