Because the price of everything else has gone up. Their costs for fuel. (Funny thing is that the fish in the hatchery don't just swim to the fishing holes.)
The average price of gas was $2.12 a gallon in 2003, which is when they last raised the price of licenses.
And their trucks don't last forever. Maybe your vehicles last forever, but most don't.
Believe it or not, they use electricity too. And the rates go up.
And the food that they feed the fish costs money. Maybe you can get them a deal. You know, buy one, get one free or something.
Some of the hatcheries have had to be repaired. Guess where that money comes from?
But hey, that should all take care of itself, right?
