DWR proposed fishing license increase

Can you explain to me why they'd have to cut anything? Why can't they stock it the same way they did this year? What exactly changed? They're the only ones raising fishing being stocked, their isn't competition. I'll be honest and say I don't know a darn thing about fish stocking but I'd like to know what's suddenly changed...How is it more expensive this year than last year or even 5 years ago to keep the water clean, provide the fish with food or whatever else the dwr possibly needs to do? What's their "reason" aka excuse for increasing the price?
