Don't forget that THEIR expenses keep going up, too. Salaries, benefits, gas...heck, everything. And they really have only one source of income: licenses.
They upped the price but made the increase a bit more palatable to us by throwing in the "second pole" bone. That's both smart and generous, IMHO.
If you can't afford to fish, don't. It's that simple.
