Hey, it is okay with me. We sidetracked a long ways on the stocking etc issue too.
Sure we have a liberal possession limit, but I doubt if too many people load up to the point of extreme excess. Sure I imagine that some do, but it is tough to plan a family fish fry if you could only have 25 bluegills in your freezer etc. I usually only keep panfish, and even then only enough to eat within that month.
If we made all of the laws, trying to stop the extreme few then we punish all of those that don't go to excess.
Many may still want enough to smoke or can etc. I used to make some tasty smoked fish that we canned and used on crackers etc. Usually it was fish that others don't harvest. Everything from whitefish to carp and pike-minnows. But I even then we never had more than about a dozen half pints at a time or so. I can only speak for myself and those I know. I don't personally know anyone that wastes fish or illegally over harvests.
Possibly even some of those minority groups that harvest more than most of us do, might not waste any of it either. To a certain extent I think that my 90% catch and release balances with a little of the full time harvest of someone else.
Sometimes too much catch and release can be damaging also when there are too many fish for the fishery to support to any size.
