Non-toxic Jig Heads?

In the basic part of the rules it says exactly as you stated, but if read further down it says these items "No organic or inorganic baits are allowed." and then below that a few lines it elaborates, "Inorganic baits include rubber worms, and plastic 'twister' tails." This is bottom, left column page 5 of the regs. It doesn't say anything about tube jigs, but I was thinking that qualify but then again I could be wrong. Guess I'll have to try and ask an actual ranger about it. I would just had for one of us on here to get ticketed because of a simple misunderstanding of regs (like that ever happens [crazy]).
