I think you have hit the nail on the head. It is courtesy and etiquette. Unfortunately a public fishery is just that... it's public. So people from all over are going to come regardless of where or not there are postings on this board, and many of them will be rude and get in your space. Some may even be from out of state. And yes, their money does help the economy of the area and the fisheries.
I have also seen "locals" and "local" guides at fishing areas do some of the rudest and most amazing behavior out there. The attitude that "because they live in the area" and "because they always fish that same hole" they have to kick you out, just isn't a good attitude either. It is not their spot, lake, or river. .... It is public!
Sometimes people don't realize or know that what they are doing is rude. Other areas have different norms. Fishing up close to others is standard for much of the more populated states.
Be polite and strike up a conversation. Tell them what is working for you. Sometimes you may be surprised at how much they need your help and how fun it can be to give it.
Others are just jerks and there is no helping them, so if they don't leave I usually do. Getting mad just wrecks the ambiance of my fishing experience. Easier to move on to less frequented areas. Doesn't really matter if the fishing isn't quite as good, the atmosphere is better.
