I was thinking that they would know enough of the rules that if pictures of their boat and numbers was taken then they could be in trouble.

I have pulled out a camera a couple of times, and yes each time the boat in question has either moved over, slowed down, or left the area quickly. They KNOW that a picture of what they were doing would not be good.
