Bear River(Cutler)Depth?

So this means I can go anywhere on cutler & Bear river at wakeless speed (35hp mudmotor) including the "Maze" area? I can run full speed down river(Lake) from benson RR bridge to the dam all year. But can only run up river at the confluence at wakeless speed from september to the end of march.
Is this the most currant rules (2012) for cutler? or are there more on top of these from PacificCorp.
